The construction of an underwater tunnel would have a significant impact on the marine environment. The construction and operation of an underwater tunnel come with inherent safety risks. In the event of an emergency, such as a tunnel collapse or a vehicle accident, first responders would face significant challenges in reaching the scene, potentially putting lives at risk.
There are other, less risky and less expensive alternatives that can achieve the same goals as the underwater tunnel. For example, the state could invest in improvements to existing transportation infrastructure, including the ferry system or other public transportation options.
